Definition. Scaled content abuse is Google's term for generating many pages, by any method, primarily to manipulate search rankings rather than to help users. It is the spam policy most often mistaken for a ban on AI content.

The policy is method-neutral by design. Templated human-written pages and mass-generated AI pages fall under the same rule, because the problem is purpose and value, not authorship.

The practical signal is whether each page would exist if search engines did not. Forty near-identical location pages with the town name swapped would not.
