Definition. Page experience is Google's umbrella term for signals about how it feels to use a page: loading performance, interactivity, visual stability, mobile friendliness and HTTPS. It is a tiebreaker between comparable pages, not a substitute for content quality.
Google has been consistent that great page experience does not rescue thin content, and that poor page experience can cost you against an equally good competitor.
The practical floor is: loads fast on a mid-range phone, does not jump around while loading, works without pinch-zooming, and is served over HTTPS.
